Pettiness is driving the shoppers away

Mother of twins Wendy Owen and her disabled father Dennis say overzealous parking wardens are discouraging people from visiting Marlborough.

Miss Owen, from Ogbourne St George, has vowed never to shop in Marlborough again after a Kennet enforcement officer slapped a ticket on her car because one tyre was over the line of a parking bay.

Her father who lives near Bristol said the experience had put him off visiting Marlborough again.

Mr Owen, 65, is registered disabled and his blue badge was on the dashboard of his daughter's car.

They popped into Marlborough to get some shopping from Waitrose on June 17 in the late afternoon and Miss Owen said: "I could count the number of cars in the car park on both hands."

Miss Owen, 35, said that when she parked, the vehicle in the next bay was over into hers by about two feet.

She said: "I had to leave room to get the boys out and for dad to get out and I did not notice one of my wheels was over the white line."

When Miss Owen, with her father and 18-month-old twins Rohan and Aaron, returned to the car they were surprised to find a fixed penalty notice.

She said she had bought a parking ticket and wondered what the fixed penalty could be for and was surprised it was because one of her tyres was just over the white line.

Mr Owen said: "I went into Waitrose and spoke with the manager and he was amazed at what had happened."

Miss Owen sent a letter of appeal to Kennet but in his reply the parking administrator Neil Heighway said: "The incorrect parking of one vehicle cannot be accepted as reason for another to also park incorrectly."

The letter stated parking regulations required a vehicle to be parked "wholly within a marked bay" and that the enforcement officer had acted quite properly in booking Miss Owen's car.

Miss Owen said that as a result of the correspondence and her delay in paying while trying to get the fine waived, her penalty had doubled to £50.

She said: "I have never known anything so petty.

"I will probably not shop in Marlborough again."

Her father said: "This incident has proved there is no warmth or community spirit in Marlborough.

"Shoppers and tourists should not be treated like this just so the council can make money."

Chamber of Commerce president Peter Davison said: "The parking wardens have to use some common sense over these things.

"The number of complaints the chamber receives about parking has risen significantly since Kennet took over the parking in September 2006."

While I completely understand this is a ridiculous matter and no one should be fined for such a trivial matter, I have but one question. If the car park was so empty, why did Miss Owen park next to a car that was taking up 2 bays, thus causing her to park 'illegally'? Just a thought.

It seems to me as though old fashioned common sense has gone out of the window. There should be a test for parking wardens to check their IQ and 'common sense quota' before letting them loose on the unsuspecting public. Tell them to get a real job, and leave locals and visitors to enjoy Marlborough before all the shops start closing because of lack of trade.

And drivers should also excercise common sense. She says the car park was nearly empty so why didn't she find a bay elsewhere?

I agree with the comments made in regards to parking in one of the many empty bays that were mentioned in the article, but the one area I have to agree with is comment from her Father, where is the community spirit and warmth gone from Marlborough?? We used to have it, as a kid I remember it. We have no carnival, and no events that get everyone together as a community, due to lask of interest, and when the town does try to put something on - like the local Fun Weekend last month, they had people travel from bath to be a part of the weekend but hardly any interest from the town... What can we do to get this spirit back again? Is it the lack of local people? is our beloved town being filled with commuters and retired wealthy old people, who care about nothing more than a stylish (very expensive flat) and somewhere of standing to shop?

Marlboro is a sh!tehole and has been for many years since it became a yuppy enclave thanks tto the college and its clone at the other end of town, full of awful people, the living dead driving their cars into the shops, tis is another good reason to avoid it, I have, and never shop there, the parking nazis being just one reason

But if you're the sort of person that judges people based on their assets then so be it. I'm 35 and have property values at over a million... I guess you're about 40 and bitter about not being able to afford to live where you like.

Maybe you'll grow up in a few years, in the meantime I'd refrain from assuming people (like TeeDee) live in a ghetto because of a grammatical slip.

Marlborough is a very nice place to live, and if you don't like it because of your prejudices against people who've done better in life than you, then I think I can speak for all of us when I say we'll manage to survive without your residence thank you.

Shed, I think the point mjh is trying to make is that you're obviously unhappy with your life, and spouting nonsense to anyone who'll listen.

I doubt he really cares where you live but, like myself, I think if you're going to proclaim a particular area as being a "sh!tehole" then you can only do that from a reasonable platform, i.e. to tell us from where you come from so we can judge if your comments are fair. Without that I'm afraid you just come across as jealous.

Whether he is indeed as rich as he says (though he may well just be mortgaged up to the hilt!) is a matter for him, however if you're going to accuse people of living in a 'chav end of town' then don't be surprised when they reply pointing out that you're incorrect.

I'd love to be able to afford to live in Marlborough, as it is one of the nicest places, with the most facilities around. However we couldn't afford the size of house we need for our family there, so moved out a bit further.

I don't begrudge anyone else their success, and certainly don't feel the need to try and make myself feel better by running their home town down either.

Shed, please show the attitude and respect you should have gained through your years by now!

Pensioners are always complaining (normally with good reason) that they're not respected by the younger community... but it works both ways you know...

One wonders why would you buy a ticket if they are displaying a disabled badge.....its free for the first 3 hrs in this car park!!

And as others have pointed out if the carpark was nearly empty why park into the next bay?

I think the fine will only go up to 50quid if you fail to do anything after 2weeks, you would still get the chance to pay at the lower rate if she had contacted the council before that......error numer three!! journalists

come on people, stop bickering! I have lived in the Marlborough villages for 19 years and love the town. However, poor parking does seem to be more prevalent now than it was 19 years ago. I agree the lady should have parked in between the white lines, it's not that hard. However, it is often VERY hard to do that in the middle of the High Street since the Council reduced the size of the spaces to get some more in. I've often had to park just on the white line because of some huge tank poorly parked next to me. Why do the people who drive massive 4WDs lack basic manoeuvering skills? and my car doors have been dented by similar cretins. However, the main problem still seems to be overzealous parking wardens and their employers.
